IAA Releases International Actuarial Note 300 on Professional Judgment IAA, 전문적 판단에 관한 International Actuarial Note 300호 발표
The actuarial profession’s expansion across diverse practice areas and transition from a rules-based to a principles-based approach has made professional judgment increasingly critical. The IAN differentiates between professional judgment and expert judgment, emphasizing that professional judgment integrates not only technical expertise but also ethical principles, professional standards, regulatory frameworks, public accountability, and contextual awareness. The IAN illustrates how actuaries may apply professional judgment in activities such as selecting data, addressing data limitations, choosing methodologies, setting assumptions, interpreting results, and communicating outcomes. In time, it is intended that Appendices will be added to IAN 300 to assist in the application of the Note to specific fields of actuarial practice. This IAN was developed by the Professionalism Committee of the IAA, fully complying with the requirements of IAA due process. After its release, the IAA will host a webinar to discuss this IAN in detail. Information about the webinar will be announced at a later date. This publication aligns with the IAA’s mission to support the development of the actuarial profession worldwide and promote appropriate professional and education standards through Member Associations. The IAN is available on the IAA website under Knowledge / Publications / International Actuarial Notes. 국제계리협회(IAA)는 최근 「계리 실무에서의 전문적 판단(Professional Judgment)」을 주제로 한 새로운 국제계리안내서(International Actuarial Note, IAN 300)를 발간했습니다. 이 문서는 계리사와 계리 관련 배경을 가진 전문가들을 위한 교육 자료로 제공됩니다. 계리 전문직이 다양한 실무 영역으로 확장되고, 규정 기반 접근에서 원칙 기반 접근으로 전환됨에 따라 전문적 판단의 중요성은 점점 더 커지고 있습니다. 이번 IAN은 전문적 판단(professional judgment)과 전문가적 판단(expert judgment)을 구분하며, 전문적 판단은 단순한 기술적 전문성을 넘어 윤리 원칙, 전문 기준, 규제 체계, 공적 책무, 그리고 상황에 대한 인식을 함께 통합하는 개념임을 강조합니다. 또한 IAN은 계리사가 데이터를 선택하고, 데이터의 한계를 다루며, 기법을 결정하고, 가정을 설정하고, 결과를 해석하며, 이를 전달하는 과정에서 어떻게 전문적 판단을 적용할 수 있는지를 구체적으로 보여줍니다. 향후에는 특정 계리 실무 분야에 이번 안내서를 적용하는 데 도움을 주기 위해 IAN 300에 부록(Appendices)이 추가될 예정입니다. 본 IAN은 IAA 전문성위원회(Professionalism Committee)에서 IAA의 적법한 절차 요건을 모두 준수하여 개발되었습니다. 발간 이후, IAA는 이번 IAN을 상세히 논의하기 위한 웨비나를 개최할 예정이며, 이에 대한 정보는 추후 공지됩니다. 이번 발간은 전 세계 계리 전문직의 발전을 지원하고, 회원 협회를 통해 적절한 전문 및 교육 기준을 촉진하려는 IAA의 사명과도 일치합니다. 해당 IAN은 IAA 웹사이트의 Knowledge / Publications / International Actuarial Notes에서 확인하실 수 있습니다. | |

The IAA is the worldwide association of professional actuarial associations, representing over 90,000 actuaries in more than 115 countries, with six special interest Sections for individual actuaries.
